Impartiality Public Statement
CBQA Global is the legal entity responsible for personnel certification activities; reference to CBQA Global in this Policy and Public Statement refers to this legal entity.
CBQA Global, its Top Management, staff, and sub-contractors fully understand the importance of impartiality in undertaking personnel certification activities. CBQA Global ensures that all personnel remain impartial in all dealings with applicants, candidates, and certified persons.
Impartiality Principles
Certificates are issued only after approval by authorized personnel to ensure that no interest shall predominate.
CBQA Global does not form relationships with applicants, candidates, or certified persons that could compromise impartiality or create the impression of preferential treatment (e.g. training leading to guaranteed certification or higher scores).
All relationships are subject to risk assessment by the Personnel Certification Manager prior to establishment and are regularly reviewed.
All personnel must declare current or past relationships that may create a conflict of interest. Any such case will be assessed, and individuals will not be assigned unless no conflict of interest is demonstrated.
CBQA Global does not offer commissions, referral fees, or inducements unless:
- The referral arrangement is formally documented and transparent.
- The payment is strictly for referral purposes and does not influence certification outcomes.
- A risk assessment is conducted to ensure no threat to impartiality.
- All payments are documented, traceable, and supported by official invoices.
Certification personnel are not subjected to pressure or influence that may affect certification decisions.
Impartiality Controls
- Relatives of personnel shall not be recruited or assigned to related certification services unless impartiality is proven.
- All accreditation and ethical requirements are strictly followed.
- Certification personnel shall not be involved in marketing CBQA Global services.
- All staff must disclose ethical or conflict-of-interest situations.
- Workloads are managed to avoid compromised decision-making due to overwork.
- Unethical behavior must be reported immediately to management.
- No gifts or inducements shall be accepted from clients, candidates, or training institutions.
- Assessments shall not be conducted for relatives of assessors/examiners.
Independence and Decision Making
CBQA Global recognizes that certification revenue is derived from applicants/candidates/certified persons, which may present a potential threat to impartiality. Therefore, CBQA Global operates as an independent, self-financed organization with controls to maintain impartiality.
Certification decisions are based solely on objective evidence of conformity or nonconformity and are not influenced by external interests. Decisions on certification are made and signed by authorized personnel who are independent of the assessment process.
Threats to Impartiality
- Self-interest threats arising from personal gain.
- Self-review threats arising from reviewing one’s own work.
- Familiarity or trust threats due to close relationships affecting objectivity.
Public Statement
CBQA Global, its Top Management, Quality Coordinator/MR, Personnel Certification Manager, staff, and all involved personnel fully understand the importance of impartiality in certification activities.
CBQA Global ensures that all dealings with applicants, candidates, and certified persons remain impartial at all times.
To maintain and demonstrate impartiality, CBQA Global identifies and risk-assesses all relationships that may create conflicts of interest or threats to impartiality.
